TAC again found the application incomplete on September 18, 2025. The September 29 letter required an engineer/surveyor-quality preliminary plan, sewage-disposal feasibility work, equipment/fuel storage information, operating details, and removal of stale building references so the application would be internally consistent.

What written determination, staff memo, or TAC action established that the application had become complete, and how were the 2023 and 2025 deficiencies resolved or modified?
General Plan designation
The 2023 deficiency notice says the MRZ designation is inconsistent with the cemetery and requires a General Plan Amendment. Yet the current 2026 referral still identifies the parcel as MRZ. No General Plan Amendment application was located in the supplied current application packet. That is a documentation question, not proof that no amendment exists elsewhere.
