Executive summary

The record contains several utility-description conflicts. The current application says the site is connected to Amador Water Agency water and electricity and that service will be sufficient for funeral operations, while also discussing a well. Earlier AWA correspondence limited the parcel to one EDU—about 400 gallons per average day—because of an undersized Eagles Nest area water line. The work-in-progress CEQA material contains separate statements treating a well as the project water source.

Permit-status inconsistency

The March 2026 narrative says a well permit is applied for and that Delta Engineering submitted the sewage-disposal system for approval. Elsewhere in the environmental-information form, the application says the well permit and sanitary-tank permits “have been acquired.” Those statements describe different permit statuses and should be reconciled.

Sewage disposal

The September 2025 deficiency letter required an on-site sewage-disposal application, site investigation and soil profiles, and a preliminary design sufficient for Environmental Health to determine feasibility. A March 2026 email in the correspondence record says the wastewater-disposal plans were a separate attachment. The public Application.zip supplied for this review did not contain that separate septic-plan PDF, although the current application PDF itself appears to include septic drawing material near its end.

Fire and access

AFPD’s June 2026 comment requires roads, gates, and access ways to meet County fire-safe standards and says future buildings would require fire-water supply. This does not by itself establish that the cemetery lacks adequate fire protection; it establishes conditions the final design must meet.
