Scope and source caution

The request is fully identifiable by date and subject, but the posted request document is a privacy-redacted archive synopsis, not a complete verbatim copy. The agency responses are presented as labeled extracts. The Planning records matrix was supplied separately in the source materials and distinguishes categories located from categories reported missing.

What was requested

The requester sought existing County records from January 1, 2022 through October 23, 2026, using multiple project-number variants and related accounting identifiers. Its subjects included:

  1. Project ledgers, invoices, receipts, deposits, refunds, waivers and unpaid balances.
  2. CEQA Initial Study and proposed Mitigated Negative Declaration labor, consultant, legal and other processing costs.
  3. Adopted fee schedules and signed reimbursement, deposit or cost-recovery agreements.
  4. Account/payment status at the September 8 Planning Commission hearing, the applicant appeal and the October 20 Board hearing.
  5. Executed defense, indemnification and hold-harmless agreements, including amendments and financial security, where applicable.
  6. Scope of possible litigation-cost reimbursement and associated nonprivileged records.

These are subjects of a records request, not verified allegations or findings of legal violations.

Agency response timeline

Joint request dated and submitted

To Planning and the Auditor's Office. The original private requester information is excluded from this public archive.

Planning reported a coordinated records production

Planning said it consulted Environmental Health and Public Works and supplied responsive records and a status spreadsheet. Its matrix lists several categories as not located or not maintained, and refers to a July 20, 2026 production for two indemnification items.

Auditor's Office reported a negative search

The Auditor said it searched project name variations and APN numbers without locating records in its accounting software. This does not negate payment receipts maintained by other County departments.

Questions that remain open

What project-by-project staff time and outside costs were recorded; how the receipts and deposits were reconciled across departments; whether any fees were adjusted, waived or outstanding; and what the complete executed indemnification terms provide. These gaps are questions for further records review, not proof of misapplication of funds or unequal treatment.
