FAQ

Do the new Axon records show that the Sheriff’s Office uses Axon body-worn cameras?

No Axon body-worn-camera purchase is identified in the September 28 production. The Amador quote and delivery schedule are centered on TASER 10 equipment and related services, including Axon Evidence licensing, data-science access, training, and VR components. The generic Axon master terms contain body-camera provisions, but those standard terms do not by themselves establish that Amador purchased Axon body cameras.

Did the Sheriff’s Office evaluate other equipment before the 2025 Axon sole-source agreement?

The County sole-source form marks “No” when asked whether an evaluation of other equipment, products, or services was performed. The certification on the same page also says the signer made a concentrated effort to review comparable/equal equipment or services. The production does not identify what that certification referred to, so the archive treats the point as an unresolved follow-up question rather than assuming that competing equipment was or was not reviewed.

Why not add up every debit and call that Sheriff spending?

Because the workbooks use double-entry and governmental control accounts. The same economic event can appear in cash, accounts payable, budgetary, encumbrance, and expenditure-control accounts. The archive uses account 335000 — Expenditure Control — for its principal spending totals.

What is an encumbrance?

An encumbrance is a commitment or reservation of budget authority, not necessarily a completed payment. For example, the Lenco BearCat appears as an encumbrance in the produced records; the archive does not treat it as an expenditure until a corresponding expenditure posting is present.

Why can’t the archive break every transaction out by Sheriff division?

The produced spreadsheets do not contain a separate department or budget-unit field. The request asked for detail by each budget unit, department, fund, or cost center, but the visible export fields are FUND, ACCOUNT, ACCOUNT TITLE, PERIOD, DATE, T/C, REFERENCE, VENDOR/PAYER, DEBIT, CREDIT, and DESCRIPTION.

Does the collection claim the Sheriff’s budget was never cut?

No. County records show five deputy positions frozen after anticipated outside funding was not received, and FY 2026–27 budget worksheets contain an approximately $809,000 General Fund contribution reduction target. The archive’s narrower finding is that this figure is not labeled as an equivalent $809,000 cut to Sheriff 2210 total expenditures.

Are the vendor entries proof of exactly what product was purchased?

Not always. A vendor name and abbreviated description can identify a transaction but may not establish the specific equipment, license, financing arrangement, or final recipient. When the underlying invoice or contract has not yet been produced, the collection labels that as an open question.

Are the Excel files modified?

No. The public R2 copies of the four workbooks preserve the County-produced bytes. Their R2 filenames were normalized for clarity, and the original attachment names are displayed on the Documents page.
