What the $808,940 Budget Reduction Figure Represents

The records support a real staffing and funding constraint, but the County’s worksheet does not describe $808,940 as an equivalent cut to Sheriff 2210 total expenditures.

Public statement

August 11 Board meeting

During the Flock discussion, Sheriff Gary Redman said that “last year I had to cut my budget 800 and something thousand dollars,” and connected those cuts to positions he had intended to use to increase deputy staffing before saying he was relying on technology. The archive treats that as the statement being examined, not as a conclusion about the accounting.

The closest matching County figure is a General Fund reduction target

The FY 2026–27 Sheriff budget worksheet identifies a $808,940 minimum reduction in the General Fund contribution target across Sheriff General Fund departments. That is an accounting measure of how much General Fund support is targeted to decrease; it is not the same thing as an $808,940 decrease in Sheriff 2210 total spending authority.

For Sheriff Department 2210, the worksheet shows a base expenditure budget of approximately $11.699 million and a requested expenditure budget of approximately $11.690 million — a difference of roughly $8,299. At the same time, projected departmental revenue increases by $761,375, from $2,660,669 to $3,422,044.

The five deputy positions are real — and have a longer history

County personnel schedules show five Deputy Sheriff positions temporarily frozen but retained pending receipt of FY 2023–24 “BV” funding. The FY 2026–27 schedule values each at approximately $139,972 including listed compensation and benefit costs, or about $700,000 combined.

The schedule labels the five positions “Temporarily Frozen but Retained in the Budget Pending Receipt of FY 23/24 BV Funding.”

The same five-position issue appears in earlier County material. A FY 2024–25 position schedule likewise says to retain five deputy positions pending BV funding and labels them frozen pending receipt of FY 2023–24 BV funding.

This earlier record is important because it shows the five frozen positions were not first created by the FY 2026–27 reduction exercise.

The FY 2026–27 notes explain the funding mechanism

The County’s budget notes say FY 2023–24 BV mitigation funds were not received; anticipated revenue was removed; and the costs of five vacant deputy positions that had been added in FY 2022–23 based on that funding were removed, while the positions themselves were retained and frozen in case funding returned. The same notes also add a $750,000 Acorn Ridge contribution to law-enforcement services for FY 2026–27.

Archive finding

A narrower conclusion is better supported than “there were no cuts”

The records support a genuine loss/nonreceipt of expected outside funding and five frozen deputy positions. They also show that the approximately $809,000 figure is a General Fund contribution reduction target across Sheriff General Fund departments, not an equivalent reduction in Sheriff 2210 total expenditures. For the main Sheriff budget unit, requested expenditures are only about $8,299 below the FY 2026–27 base while projected revenues rise by about $761,375.

What remains unresolved

  • The County’s currently published budget page still lists FY 2025–26 as the current adopted budget, while the 2026–27 records used here are requested/workshop documents. The archive therefore does not present these requested figures as the final adopted line-item schedule.
  • The phrase “all SO GF Departments” indicates the reduction target spans multiple Sheriff General Fund departments, not only Department 2210. A department-by-department reconciliation would be needed to assign the full reduction target.
  • The relationship between the historical “BV funding” and the new Acorn Ridge contribution should be documented rather than assumed solely from naming/context.
