Supervisor Brian Oneto moved to cancel the Flock contract and Supervisor Logan Carnell seconded. The motion failed 2–3. A later motion to bring the item back for a regular-agenda review near renewal passed 5–0.
Consent-calendar acknowledgment
During the later Board discussion, Chairman Patrick Crew said the Board could “probably” agree the program should not have been placed on consent when it was originally approved in February 2025. The transcript records an audible agreement immediately afterward. This is preserved as meeting context; it is not presented as a legal finding.

The transcript files were generated from YouTube automatic captions, then manually reviewed to add speaker names where reasonably clear and correct obvious caption, spelling, and transcription errors. Uncertain speakers were not guessed. They are working transcripts, not certified verbatim records.

A July 22 email shows the Undersheriff asked Flock for materials, success stories, talking points, and other material for the Sheriff’s Board presentation. Flock responded with links to vendor materials and offered to tailor additional material to expected questions.

The newly archived February transcript shows a public-comment period expressly limited to matters not on the agenda, followed by agenda approval and the immediate 5–0 consent vote.
