Key policy language
Periodic compliance verification is contemplated
Policy 327 states that the Investigations Bureau Supervisor should establish a system to periodically verify that a registrant remains in compliance after initial registration. The listed verification methods include an Internet search or drive-by of the declared residence, review of DOJ sex-offender information, and contact with the registrant’s parole or probation officer.
The same policy states that discrepancies should be reported to DOJ and that the Investigations Bureau Supervisor should establish a procedure to routinely disseminate information about registered offenders to Sheriff’s Office personnel, including updates about new or relocated registrants.
Questions raised by the packet itself
- The policy uses the word “periodically” but does not state a frequency for residence or compliance verification.
- The production contains local quick-reference sheets alongside DOJ forms from different periods. The response does not identify which local sheets are current, superseded, or retained only as historical references.
- One local sheet says not to take a photograph for transient registrants because they register every 30 days, while the January 2025 DOJ form in the same production gives a general instruction to submit a current photograph to the DOJ image system. The archive treats this as a clarification question rather than a finding of noncompliance.
- A local quick-reference sheet says the “Date of Registration is always their BIRTHDAY Date and Month,” while the state form contains an actual date-of-registration/update field. The intended meaning of the local note is not explained in the production.
- The current DOJ form states that a person who has ever been committed as a sexually violent predator must update registration at least every 90 days and that a registrant at a new residence must provide proof of residence within 30 days. The production does not separately show how the Sheriff tracks those deadlines.
