Pre-Contract Flock Access and Program Development

The production shows account creation, user invitations, training and searches well before formal County camera approval. This timeline begins with the earliest related ALPR record and identifies what remains unexplained.

Confirmed pre-approval use

Monthly search records begin in August 2023. ACSO conducted 219 searches from August through December 2023 and 1,527 searches during 2024, before its own camera installation dates in May 2025.

August 11 meeting context

The Sheriff described 2023 as “demoing”; the records document operational searches

At the Board meeting, the Sheriff said ACSO began demoing systems in 2023 and did not install Amador-owned cameras until 2025. The latter point is consistent with the records, but the production also shows accounts, shared-camera access, training and 219 searches in 2023 plus 1,527 searches in 2024.
