Flock MOU process documented
Emails state an MOU was signed, but the signed MOU itself was not produced.
Flock organization created and searches begin
ACSO administrator and user accounts were created, sharing invitations arrived, and monthly search totals begin.
Flock training instructions sent
Investigators were directed to review Flock training materials and complete the Search Tool Certification Program.
Patrol access rollout announced
An email stated that patrol personnel would be given access to the Flock LPR camera subscription and needed a current cell-phone number for account setup.

The agenda item report is marked approved unanimously. The newly archived transcript shows the consent-calendar vote followed a public-comment period expressly limited to non-agenda matters; no separate consent-item comment invitation appears in the transcript.

Data-capabilities request submitted
The request sought technical records on captured imagery, Vehicle Fingerprint, audio or video capability, metadata, and retention.

Board-presentation materials and two pending installations discussed
ACSO asked Flock for materials and talking points for a Board presentation. In the same produced chain, Flock later said two locations were left to install and discussed permitting, private-property placement, relocation, or proceeding without a permit; ACSO then reported that Public Works believed the County owned the property and could approve a permit.
Unified response and 167-file production received
The Sheriff consolidated three outstanding requests into a 37-item response.
Formal ALPR policy compliance notice submitted
A requester-authored demand asked the County to address public procedures, periodic audits, data-error correction, and retention/destruction before the August 11 Board meeting. No substantive County response was included in the initially supplied notice package; a later August 28 response reported that policy revisions are underway.
Focused five-item response received
County Counsel responded to the July 28 focused request. The Sheriff reported no private-camera records, produced one newly located email chain, reported no additional competitor-research records, and County Counsel raised an attorney-client/work-product privilege objection on the legal-review item and said no additional responsive records were identified.
Two-camera location request submitted
A single-item request asked for records sufficient to identify the planned or current locations of the two remaining installations referenced in the July 27 email.
Board debates Flock program; cancellation motion fails
The Sheriff presented the program, Board members questioned retention, sharing and system capabilities, and public comment followed. A motion to cancel the contract failed 2–3; a later motion to return the program as a regular agenda item near renewal passed 5–0. Chairman Patrick Crew also said the Board could “probably” agree the original 2025 approval should not have been on consent. Open meeting record.
Three supervisors reply to post-meeting Flock follow-up
Jeff Brown, Pat Crew, and Dan Epperson replied to follow-up correspondence after the August 11 Board discussion. Their replies addressed future review, public input, privacy and public-safety arguments, and continued consideration of the program. Read correspondence.
Updated Flock event-log request submitted
A CPRA request sought the same event or audit log previously produced, updated from June 1 through the agency search date in original CSV or spreadsheet form. Track request.

The request sought public-business direct or private messages concerning Flock Safety or ALPR technology across the Sheriff’s social-media and online messaging accounts. Open request.
Sheriff reports no responsive social-media messages
County Counsel transmitted the Sheriff’s Office determination that a reasonably diligent search identified no records responsive to the August 13 social-media direct-message request.
Follow-up sent on two remaining camera locations
The follow-up requested a status update after more than 10 days without a determination, response, or extension notice and clarified that it was not a new request. Track request.
Administrative audit log produced in response to event-log request
The Sheriff’s Office produced a 27-row audit-log XLSX covering administrative events dated June 3 through August 6 in response to the updated event-log request, and stated that certain responsive records or portions were withheld under cited exemptions.
County reports two cameras not installed; no responsive location records identified
County Counsel stated that a diligent search found no responsive records and that the two cameras had not been installed. A same-day clarification follow-up asked specifically for proposed or designated locations.
County Counsel says ALPR policy revisions are underway
Responding to an August 26 follow-up on the July 30 policy-compliance notice, County Counsel Greg Gillott stated that Sheriff’s Office command staff are actively working on ALPR policy revisions, are following SB 1013 for possible additional changes, and intend to publish the revised policy once finalized.
