Event logs and audit logs

Event logs are used here for records showing operational activity such as searches, hits, user lookups, or similar activity tied to use of the ALPR system.

Audit logs are used for administrative and configuration activity, including account or role changes, network sharing, hotlist administration, exports, and organization settings.

The two record types are grouped on this page for convenience, but the archive does not treat them as interchangeable. The detailed June 2025–August 2026 releases analyzed below are administrative audit records. Related search, hit, and usage records are also summarized in the Usage Data report and tracked through the relevant records requests.

Usage and alert report update: September 2, 2026

After clarification of the August 12 CPRA request, the Sheriff’s Office produced three aggregate Flock reports on September 2: Total Vehicle Volume, Hotlist Total Alerts by Topic, and Hotlist Report by Source Type. These are presented as a separate release from the administrative audit logs below.

Cross-file consistency

The topic-summary workbook totals 597 alerts: 411 Non Owned Custom Hotlist Alert, 150 Stolen Plate, 24 Custom Hotlist Alert, and 12 Stolen Vehicle. The detailed source-type CSV also totals 597. Its 162 “Official Hotlist” hits exactly match the topic workbook’s 150 stolen-plate plus 12 stolen-vehicle alerts.

Alert activity by month

The detailed source-type CSV records 160 hits in June, 249 in July, and 188 in August. The highest combined daily total in that file is 19 on July 16. These counts describe alert records in the export; they do not establish the number of arrests, stops, confirmed matches, or law-enforcement responses.

Thirty-day vehicle volume

The vehicle-volume workbook contains 30 daily totals from August 2 through August 31, 2026, totaling 712,694 vehicle reads. The daily average is approximately 23,756. The highest daily total is 27,710 on August 14; the lowest is 20,399 on August 2.

Agency statement

In the September 2 production email, County Counsel stated that the Total Vehicle Volume report “only goes back 30-days because that is as long as the data is retained.” This archive records that statement as applying to the vehicle-volume report described in the email. It is not treated here as a statement that every category of Flock data has the same retention period.

Date-range note

The detailed CSV filename references June 1 through September 1, 2026, but its dated rows run from June 1 through August 30. The record does not explain whether August 31 and September 1 had zero reportable hits, were omitted by the export, or were outside the data returned. The archive does not infer an answer.


Audit-log update: August 24, 2026

The Sheriff’s Office produced an administrative audit-log workbook in response to the August 12 request, which used “event log or audit log” terminology. For a straightforward period-to-period comparison, this report treats the newer series as beginning after the earlier release ends on June 9, 2026 and analyzes the 23 rows dated after that point through August 6, 2026. The source workbook remains linked in full.

Record classification

The August 24 workbook is cataloged here as an audit log. Its rows record administrative and configuration actions such as network shares, custom-hotlist changes, exports, and organization-setting changes. Those records are different from a search/activity log showing searches, hits, or user lookups. Because the August 12 request used both “event log” and “audit log” terminology, the archive does not characterize the production as nonresponsive; it simply preserves the distinction between the record types and does not infer whether a separate event log exists.

Analysis

The share of rows categorized as delete is materially higher in the newer period: delete events account for 17.4% of rows versus 4.7% in the earlier period.

This should not be read as proof that plate-scan data was deleted or that deletion activity increased for a particular reason. Three of the four delete rows in the newer period are a single June 17 cluster involving custom-hotlist entries; the other is a July 21 network-share deletion. The shorter time window and small number of rows make percentages more sensitive to individual events.

The newer period follows the start of the June 2026 public-records-request activity tracked by this archive, but the log does not state why any deletion occurred. Timing alone does not establish motive or causation.

Newly visible event types and permission labels

  • VMS permissions: Seven June 15 network-share rows use the permission label “VMS Go-Live”; four also include “VMS Historical” and “VMS Download,” and two include “Analytics.” These labels show permissions recorded in the Amador organization’s network-sharing environment, but do not by themselves establish what products ACSO purchased or actively used.
  • Image export: An August 1 row records an LPR Export Type: Image Download with one object. The row does not identify the underlying plate or investigation in the produced workbook.
  • Audit Assistance: An August 6 organization-setting row records “Audit Assistance: Disabled → Enabled.” The workbook does not explain the feature’s function or who receives audit assistance.

The August 24 agency response states that certain responsive records or portions were withheld under cited exemptions and does not itemize which rows or fields were omitted. The comparison above uses the 23 produced rows dated after June 9 so the two periods are presented consecutively.


Earlier release: March 2025–June 2026

The earlier released CSV, which likewise records administrative audit activity, contains 337 rows dated March 13, 2025 through June 9, 2026. It records administrative configuration activity in the “Amador County CA SO” Flock environment. The largest category is network sharing, followed by role and user-account changes.

No row is labeled as a vehicle, plate, or investigative search. The ranking below is therefore a ranking of recorded administrative events, not searches, requests, investigations, or surveillance activity.

The action totals are 252 creates, 69 updates, and 16 deletes. A “create” row documents a recorded configuration action; it does not by itself establish how long a connection remained active.

Method and limitations

  • Counts are computed directly from the 337 CSV rows.
  • User names are grouped after trimming whitespace only.
  • Receiving organizations are grouped exactly as written; spelling variants are not merged.
  • Outside-agency affiliations are labeled contextual when they come from an official external page rather than the CSV.
  • No attempt is made to identify “Invalid user uuid.”
