July 2026 unified-production update

The production now shows organization and administrator account creation in August 2023, numerous user invitations, training activity and searches well before County cameras were installed.

Executive summary

Released emails show the Sheriff’s Office was preparing policy and training for Flock search access in September 2023. By November 2023, patrol personnel were being added to the system and directed to complete training. These records predate the 2025 county contract in this archive.

September 2023 training

Captain Jarret Benov wrote that users would review Flock training materials and complete the Search Tool Certification Program. Successful users were instructed to print or submit their certificates for placement in training files.

November 2023 patrol rollout

Sergeant Kyle Wilson wrote that patrol personnel would receive access to the Flock LPR camera subscription. The instructions required a current cell-phone number, completion of search training modules, and submission of the resulting certificate. A November 20 follow-up said everyone should be added to the program.

Policy requirements

Policy 473 says no member may operate ALPR equipment or access ALPR data without first completing office-approved training. It assigns responsibility for authorized-user training to the Administrative Sergeant.

Multi-factor authentication

In September 2025, Flock notified the organization that MFA would be activated. The email said users would need a phone number for text authentication or an authenticator application and could not access the system until setup was complete.

Open question: pre-contract access

The records establish training and user access in 2023 but do not identify the contract, trial, network-sharing arrangement, or subscription that supported it. The provided 2025 agreement should not be assumed to explain the earlier access without additional records.
