Request and response

The September 30 request concerned general written policies and training materials, not any individual employee personnel file. On October 16, County Counsel identified the Sheriff's Office policy manual and a seven-page field-training ethics guide as responsive records.

2026 Sheriff policy manual (PDF, 710 pages) · 2015 ethics field-training guide (DOCX, 7 pages).

What was requested

Guidance concerning traffic violations by employees including off-duty members, citation and warning decisions, professional courtesy, impartial treatment, supervisor responsibilities, and whether command personnel may make enforcement decisions differently when another employee is the suspected violator.

Response scope

County Counsel stated that staff conducted a reasonably diligent search and identified the manual and one other document. The response did not name a standalone policy expressly permitting employee-only citation exceptions, but it should not be read as a conclusive statement about undocumented practices.
