Publication treatment
Public EML derivatives omit requester-identifying information while preserving substantive correspondence. The September 21 response derivative does not embed the 6.2 MB attachment; the agency-produced PDF is published separately and unaltered. The September 25 completion email is published as a separate privacy-sanitized derivative. Original received/sent EML files are retained outside the public R2 archive.
