Claimed competitor research is not substantiated
The July 28 production has been independently reviewed. Historical Vigilant purchases show prior use of another ALPR-related platform, but they do not establish a competitive evaluation before Flock was selected. No substantive vendor-comparison or selection-analysis record was found.

Why this request matters
