Sheriff’s Unified Response and Records Production

The Sheriff’s Office combined the June 18 and June 19, 2026 follow-up requests into one 37-item response. This page distinguishes the agency’s statements from what the produced files actually establish.

Central finding: claimed competitor research was not substantiated

The production contains extensive Flock sales communications, historical Vigilant purchasing records, and one Vigilant renewal quote. It does not contain a competing-camera proposal, comparative evaluation, scoring criteria, privacy or reliability analysis, or an ACSO-authored explanation of why Flock was selected.

What the production newly establishes

  • ACSO’s Flock organization and accounts were established in August 2023 after a July 2023 MOU process.
  • Search totals begin in August 2023, long before the February 25, 2025 Board approval and May 2025 camera installations.
  • ACSO personnel identified the 30-day versus one-year retention conflict before Board approval, but the produced records do not show its resolution.
  • Sharing reports list hundreds of organizations, but do not establish acceptance, active permissions, alerts, or actual use.
  • Vendor communications show both generic product marketing and more substantive discussions about Live Video and Nova.
