Pursuant to the California Public Records Act, the request seeks all private or direct messages sent or received by Sheriff Gary Redman through Nextdoor, Facebook or Facebook Messenger, Instagram, X/Twitter, LinkedIn, or any other social media or online messaging platform that concern Flock Safety, automated license plate readers or ALPRs, Flock cameras, the County or Sheriff’s Office’s use or proposed use of Flock products or services, or public discussion, questions, complaints, criticism, or support concerning the Sheriff’s Office’s use or proposed use of Flock Safety or ALPR technology.
Date range: January 1, 2023 through the date the search for responsive records was conducted.
The request applies regardless of whether an account is designated official, professional, personal, or private. It is limited to communications concerning public business and does not seek purely personal communications unrelated to the Sheriff’s official duties.
The request cites City of San Jose v. Superior Court (2017) 2 Cal.5th 608 and asks the Sheriff to search accounts not directly controlled by the County or Sheriff’s Office when they may contain public-business communications.
It also asks the agency to identify the statutory basis for any withholding or redaction and to produce all reasonably segregable nonexempt portions electronically.
